SUBJECT: UAE REQUEST FOR ICAO CANDIDACY SUPPORT
1. (SBU) On October 15, Post received a diplomatic note (informal
translation in para 3) from the Ministry of Foreign Affairs
announcing the UAE's decision to re-candidate its representative to
the International Civil Aviation Organization (ICAO) within the
third category for the period 2010-2013.
2. (SBU) Background: Capt. Aysha Al Hamili is the current UAE
representative to ICAO, having filled the position in the summer of
2009. Al Hamili is the UAE's first female transport pilot and
formerly an Air Transport Manager in the UAE's General Civil
Aviation Authority (GCAA). She is expected to continue to serve as

The Ministry of Foreign Affairs of the United Arab Emirates presents
its compliments to the Embassy of the United States of America and
has the honor to inform the Embassy that the UAE Government has
decided to re-candidate to the International Civil Aviation
Organization (ICAO) within the third category for the period of 2010
- 2013, for elections to be held during the 37th session of the
International Civil Aviation Organization General Assembly in
Montreal intended to be held in September/October 2010.
The UAE Government would like to ask for the support of U.S.
Government in this regard and would appreciate receiving the
response in the appropriate time.
The Ministry of Foreign Affairs avails itself of this opportunity to
express to the Embassy the assurances of its highest consideration.
