NEGOTIATORS WERE DESCRIBED IN A LOW-KEY MANNER. THE ARTICLE
INDICATED THAT THE TALKS WOULD BE RESUMED IN WASHINGTON "NOT
LATER THAN DECEMBER 16."
PANAMA'S REQUEST FOR AN AIR ROUTE WITH FULL TRAFFIC RIGHTS FROM
PANAMA VIA MEXICO CITY TO LOS ANGELES AND RETURN WAS PROTRAYED
AS A MODEST ONE AND AS A STEP TOWARD THE "EFFECTIVE RECIPROCITY
WHICH SHOULD PREVAIL IN THE AERONAUTICAL RELATIONS BETWEEN THE
TWO COUNTRIES". U.S. AIRLINES, ACCORDING TO THE ARTICLE,
ENJOYED ABSOLUTE AND TOTAL TRAFFIC RIGHTS UNDER PLAN 1 OF
THE ANNEX TO THE 1949 AGREEMENT WHICH PERMITTED US AIRLINES
TO OPERATE TO AND FROM PANAMA WITH RIGHTS OF THIRD, FOURTH,
FIFTH AND SIXTH LIBERTIES TO ALL POINTS OF BOTH HEMISPHERES.
THUS PANAMA HAD GRANTED TO US AIRLINES UNIQUE PRIVILEGES IN
THE FIELD OF AIR TRANSPORT.
2. PANAMA'S RIGHTS, ON THE OTHER HAND, WERE DESCRIBED AS
EXCESSIVELY LIMITED, EVEN IF ONE REFERS ONLY TO THE RIGHTS
WHICH ARE INDISPENSABLE FOR THE DEVELOPMENT OF ITS DESIGNATED
AIRLINE. PANAMA FOUND ITSELF AT A "NOTORIOUS DISADVANTAGE" IN
COMPETING WITH OTHER LATIN AMERICAN COUNTRIES WHICH HAD OBTAINED
FROM THE US BROADER AND MORE SIGNIFICANT RIGHTS FOR THEIR AIRLINES
THAN HAD PANAMA. THIS REFLECTED A DISCRIMINATORY ATTITUDE,
ALLEGED THE ARTICLE, BY THE U.S. IN ITS AERONAUTIC
RELATIONS WITH PANAMA. THE ARTICLE CONCLUDED WITH OPTIMISTIC
SPECULATION THAT WHEN THE NEGOTIATORS MEET AGAIN ON
DECEMBER 16 AFTER THE U.S. HAS CONSIDERED PANAMA'S REQUEST AND
ANALYZED THE BROAD BENEFITS THAT THE U.S. AND ITS AIRLINES
HAVE RECEIVED UNDER THE 1949 AGREEMENT, THE USG CANNOT BUT GIVE
AN AFFIRMATIVE ANSWER TO PANAMA - ONE WHICH TAKES INTO
CONSIDERATION THE POLITICAL ASPECTS AND THEREBY AVOIDS A BAD
SITUATION "WHICH COULD BECOME AN ADDITIONAL SOURCE OF CONFLICT
BETWEEN THE TWO COUNTRIES."
